Having agreed that the project is desirable it can now go to the final phase, project delivery. This is the part where the work actually gets done, and things are built, made or delivered. Our simple project management system only needs one control here – change control. As the project unfolds, things change and the plan has to adapt to accommodate the changes. This is inevitable and your system should take it in its stride, but what about changes in the goals? Such changes are commonly known as feature creep and they usually come about because someone dreams-up an additional feature or objective and slides it into the plan without really thinking about it. Once your Council has agreed the goals and objectives, they should not be altered unless the Council has approved the change. Naturally, a bit of common sense is called for, but it is dangerously easy to double the workload, or double the cost of a project without any clear idea about who is going to pay for it. Make it a rule that any significant changes to the project are agreed by whoever authorised the job in the first place.
