My background in chemical engineering has given me an analytical outlook, and
a deeper than usual understanding of data analysis and interpretation so it is
natural that I am a specialist in the uses of performance management data. I
have an analytical mind and an ability to ‘see’ a solution in an apparently
chaotic jumble of ideas and concepts. I am also an acknowledged expert in
document and record management; in this capacity I regularly provide specialist
support and training on behalf of the Essex Association of Local Councils on
compliance with the Data Protection Act and the Freedom of Information Act.
My work with Braintree Council has covered the widest possible range of
subjects; social housing, planning and development control, leisure and sports
facilities, financial planning, budgetary control, strategic planning, policy
development, consultation, complaints management, and project management. I have
practical knowledge of managing cemeteries, allotments and grounds maintenance.
I am familiar with the planning process and have a good knowledge of the local
development framework requirements, statements of community involvement and
structure plans. My work as a project manager has given me an in-depth
understanding of equalities when I produced a successful application for level
three of the equalities standard. It also gave me many valuable lessons in bid
and tender management and how they then influence contract management.
Braintree Council has given me a good practical understanding of Local
Government policies, process, procedures and legal requirements. However, my
work with Parish and Town Councils has shown me that there are different rules
and requirements at this level, so the two tiers must be approached in different
ways. I keep up-to-date with the ideas and thinking emerging from the National
Association of Local Councils and the Society of Local Council Clerks, and would
be pleased to attend their conferences and represent the Authority.
I am a confident speaker, equally at home delivering lectures, facilitating
informal workshops or negotiating. My experience as a part-time lecturer is
invaluable here. I have learnt that once you can collect your thoughts to keep a
demanding audience interested for two-and-a-half hours, nothing else seems
difficult. I have spoken on behalf of the Council nationally and occasionally,
internationally and most people agree that I am a good ambassador for my
employer.
I have an excellent knowledge of Microsoft Windows and Office, and I am familiar
with most operating systems and application suites. Because I am highly computer
literate, I have a clear understanding of the benefits and pitfalls of
information technology. As you might expect, this makes me a persuasive
evangelist for the forthcoming ICT revolutions. I don’t just believe the
technology can be made to work, I also know how to make it work, and how to make
it work in a way that people will accept. Although I am keen to show people the
benefits of new ways of working, I do temper my enthusiasm for with a healthy
dose of scepticism. New isn’t always better.
To summarise, I have experience of how things are done in the private and public
sector. I have managed laboratories so I understand the significance of accuracy
and I have managed factories, so I understand the relationship between
productivity, maintenance and budgeting. I have significant experience in Local
Government at District and Parish level and I understand how the two
work-together and also understand how they differ.
